TWO EVENTS TOOK PLACE FAR AWAY IN TIME: MAY 25, 1810 AND MAY 29, 1969, IN DIFFERENT CONTEXTS OF TIME. ITS REVOLUTIONARY CONTENT CHALLENGES OUR PRESENT WITH THE VALIDITY OF ITS MANDATE: THE CONSTRUCTION OF A POLITICAL PROJECT FOR THE NATIONAL AND SOCIAL LIBERATION OF OUR PEOPLES. This year marks 40 years of continuity of the democratic system established in the National Constitution, recovered by the struggles of the working class and the people who faced the genocidal dictatorship imposed by State Terrorism (1976/83). However, today we find ourselves with catastrophic economic and social statistics, caused by the adjustment carried out by the different governments on duty: around 50% of poor people (6 out of 10 girls and boys are in that situation), a drop in Chopped purchasing power of salaries and pensions, concentration of wealth resulting from the exploitation of the working class and the inflationary process in favor of large economic groups. Democracy has been distorted, the principle of Popular Sovereignty has been supplanted by the mandates of the IMF, the monopolies and the servitude of the governments in power. THE REVOLUTION OF MAY 1810 Mariano Moreno's thought, expressed in his Plan of Operations (1811), clearly indicates the enemy to face: the Spanish empire and the privileged class by the Commercial Monopoly. This commercial system was based on the exploitation of the work of the native peoples, the slavery of blacks and the suffering of rural populations. The objective of the Mayo revolutionaries was to put an end to the colonial hierarchical order, to build a new society in the intimate relationship of equality and freedom. A freedom that to be permanent should be based on economic reforms tending to a greaterSocial equality. Agrarian reform will be promoted in the different regions of our Latin America. It was a continental revolution, the anti-colonial struggle was expressed in the rebellion of Tupac Amaru in the old Inca empire, in the revolution of the commoners in Colombia, in the revolution of the slaves in Jamaica and Haiti. The May Revolution was unfinished but its legacy passed through the centuries, with revolutionary experiences with contradictions and limits, but also with contributions in the fight for humanization. THE CORDOBAZO It is related to this emancipatory process under the new historical conditions, designed by the class struggle in capitalist society, On May 29, 1969, the working class and the people of Córdoba, in an international revolutionary context: the Cuban and Vietnamese Revolutions, experiences such as the French May and revolutionary organizations in Our America and in the world, linked the struggle class with the needs to build an alternative society to capitalism: the socialist society. The popular insurrection of the workers and the people in the historic days of the "Cordobazo", the "Rosariazo" and in different parts of the country, was led by class leaders such as Agustín Tosco and Atilio López. The movement was repressed and its leaders imprisoned, but they achieved the resignation of the de facto President, General Onganía, paving the way for democratic recovery years later, while at the same time achieving a greater political role for the working class in the struggle for the power. As we pointed out at the beginning, both the events of May 1810 and May 1969 constitute the meaning of history for all those committed to the freedom and equality of the peoples. On May 13, 1971, with the impulse of mobilizations and the prominent role of our Coordinating Board, Law 19032 was sanctioned, creating the National Institute of Social Services for Retirees and Pensioners, better known as PAMI - Assistance Program Comprehensive Medical -, in order to provide medical, social and assistance to our specific population. A summary of two articles of Law 19032: Art. 1 - The National Institute of Social Services for Retirees and Pensioners is hereby created, which will function as a legal entity under public non-state law, with financial and administrative individuality, in accordance with the regulations of this law.... Art. 5 - The government and administration of the Institute will be in charge of a National Executive Board (D.E.N.) and Local Management Units (U.G.L.) The D.E.N. It will be made up of eleven (11) Directors: seven (7) representing the retirees of the Institute, two (2) representing the active workers and two (2) representing the State. ..... We will resubmit our INSSJP STANDARDIZATION PROJECT LAW (PAMI) to the National Chamber of Deputies, to put an end to the serious deterioration caused by the successive interventions and so that our social work is administered by representatives of retirees. , of workers, activists and with the participation of the State. It is about our social work guaranteeing the Program of Social Assistance and Comprehensive Medical Care in any point of the country, so necessary at this stage of life.

BECAUSE OF THE WORSENING CONDITIONS OF SUBSISTENCE, HEALTH CARE AND HOUSING - OF THE IMMENSE MAJORITY OF RETIRED AND PENSIONERS - WE CALL ON THE ORGANIZATIONS OF THE ACTIVE WORKING CLASS AND RETIRED, TO THE ACTION UNIT TO PROMOTE AN INCREASE OF EMERGENCY AND PRODUCE A GREAT DEBATE AND POPULAR MOBILIZATION AROUND OUR PROJECT OF THE NEW SOCIAL PROTECTION LAW, WHICH WE WILL PRESENT AGAIN IN THE CHAMBER OF DEPUTIES OF THE NATION DEMANDING ITS TREATMENT. The situation that retirees and pensioners are going through does not admit of any doubt. It's just serious and desperate. The IMF insisting on the application of its agreements with the government for the payment of the illegitimate, illegal, fraudulent foreign debt; imposes new and endless adjustments on the backs of millions of workers, retirees and pensioners, to an Executive that is more committed to meeting the requirements of the dominant political and economic sectors, on a national and global scale, than in responding to the seriousness of the situation that the active and retired working class is going through. As if that were not enough, and in the course of a presidential election year, voices are being heard that, in accordance with IMF policies, are promoting the privatization of the retirement system to turn it into an important source of profit for the financial and banking sector of large economic groups, to the detriment of the workers, as we already experienced with the AFJP. We observe these initiatives throughout the continent and also in the so-called developed countries of Europe. In short: it is the dominant and hegemonic capitalist system, whose essence is exploitation, which does not stop in its offensive against the working class and the popular sectors. In these circumstances it is essential to fight in defense of the interests of the working class. An effective way to do this is by publicizing our pension system project and generating public debates, which guarantee placing an issue as important as the statement at the center of the political scene. In this sense, we propose in the bill a true public Pension System, of distribution, solidarity, universal, intergenerational, led and administered by active workers and retirees, with the participation of the State. At this crucial stage in history, we must promote the greatest unity and mobilization of consistent union, union, retiree, social and popular organizations, without giving in, with the interests of the working class, demanding the active and fundamental participation of the trade union organizations and trade unions, in the fight for a social security system that guarantees a life with autonomy and dignity for current and future generations of retirees and pensioners.
